1. Heat oven to 350°. Lightly grease baking sheets or coat with non-stick cooking spray.
2. To make cookies, mix flour, oats, crushed candy, salt, and baking soda. Beat butter and brown sugar in a large bowl with electric mixer until fluffy. Beat in eggs. On low speed, gradually beat in flour mixture. Drop by rounded teaspoonfuls about 2 inches apart onto prepared baking sheets. Bake 8 to 10 minutes until lightly browned. Cool on baking sheets 1 to 2 minutes. Remove to wire racks to cool.
3. To make glaze, stir together powdered sugar, milk, peppermint extract, and food color until smooth and pourable. Drizzle over tops of cookies.
High Altitude Adjustments: At 6,000 feet, use 1 3/4 cups all-purpose flour.
