Cut ribs into 1-rib pieces. Remove excess fat from ribs. In a 12 x 8 x 2-inch microwavable dish, arrange ribs in a single layer, overlapping slightly as needed, with thickest portions toward outer edge. Add water. Cover tightly with plastic wrap, turning one corner back. Microwave at 50% power (350 watts) for 20 minutes, rearranging and turning ribs over, and rotating dish one-half turn after 10 minutes. Drain off liquid.
Meanwhile, in a medium bowl, mix juice, onion, brown sugar, chili sauce, vinegar. Worcestershire sauce, flour, chili powder, paprika and dry mustard until blended. Pour over ribs, coating completely. Re-cover and vent. Microwave at 50% power for 20 to 22 minutes or until fork tender and internal temperature of meaty portions reaches 170°, turning ribs over and rotating dish one-half turn after 10 minutes. Transfer ribs to a warm serving platter. Serve remaining sauce as a dipping sauce.
