Rinse chicken and pat dry. Combine first 6 seasonings in a bowl and rub into chicken pieces. Lightly brown chicken and set aside. Place oil in Dutch oven. Add celery, onions, red and green peppers, and garlic. Stir and cook for 10 minutes. Add okra and cook additional 5 minutes. Add tomatoes, paste, thyme, bay leaf, chicken and pan juices to Dutch oven. Cover with saved tomato juice and parsley. Cook 1 hour. Serve over rice.
