Place chicken in a large bowl and cover with ice water. Add salt to ice water and mix together until salt is dissolved. Add more ice as needed. Chill in refrigerator overnight for best flavor. If in a hurry, chill at least for a couple of hours. The longer, the better. Heat oil in deep frying pan. Mix pepper with flour. Put flour mixture in a paper bag or large plastic bag. Coat chicken with flour by placing a couple of pieces of chicken at a time in the bag and shaking. Place flour-coated chicken in the hot oil to fry. Turn frequently to brown evenly. When the chicken pieces float to the top of the oil and are thoroughly brown, they are done.
