Place potatoes and carrots in bottom of a 9x13-inch (or larger) baking dish. Brown steaks well on both sides. In small saucepan, combine water, onion soup mix, and soy sauce; bring to a boil. Spoon half of the soup mixture over the potatoes and carrots; top with steaks. Spoon remaining soup mixture over meat. Cover; bake at 350° for 1 hour. Uncover and bake 10 additional minutes.
