In large bowl, cream together butter and sugars; add egg yolks, water, and vanilla. Mix well. Mix together flour, salt, baking soda, and baking powder. Add to butter mixture. Preheat oven to 350°. Lightly grease 15-inch jelly roll pan. Pat dough into pan. Sprinkle evenly with chocolate chips.
Topping:
In small bowl of mixer, beat egg whites until stiff. Gradually beat in brown sugar. Spread mixture over top of chocolate chips. Bake 20-25 minutes. Cool, then cut into bars.
