Cut beef into thin strips and sprinkle with paprika; let stand while cutting up other ingredients. Brown meat in butter. Add garlic and broth. Cover and simmer 20-30 minutes. Stir in onion and green pepper. Cook 5 minutes more. Blend cornstarch, water, and soy sauce. Stir into meat mixture. Cook, stirring until thickened. Add pea pods; cook 2 minutes and add tomatoes. Stir gently to heat through. Serve over rice.
