Simmer cabbage leaves to soften. Combine remaining ingredients and mix well. Place mixture into cabbage leaves and roll up. Place layer of cabbage leaves in bottom of pan. Place rolls on top. Make Sauce.
Sauce:
Bring sauce to a boil and pour over rolls. Place in 375° oven, covered, for 1 hour. Bake uncovered at 250° for 2 hours.
