In large bowl, cream together butter and sugars; add egg yolks, water, and vanilla. Mix well. Mix together flour, salt, baking soda, and baking powder. Add to butter mixture. Preheat oven to 350°. Lightly grease 15-inch jellyroll pan. Pat dough into pan. Sprinkle evenly with chocolate chips.
For Topping:
In small bowl of mixer, beat egg whites until stiff. Gradually beat in brown sugar. Spread mixture over top of chocolate chips. Bake 20–25 minutes. Cool, then cut into bars.
Fun Fact: The Amish believe that photographs in which they can be recognized violate the biblical commandment, “Thou shalt not make to thyself a graven image. . . .” Agreeing to pose for photographs is an act of pride, so visitors are asked to refrain from taking photos of the Amish.
