1. Mix soy sauce, ketchup, ginger and garlic in large resealable plastic bag. Add chicken seal bag. Let stand 15 minutes.
2. Heat 1 tablespoon oil in 10-inch skillet or wok over medium-high heat. Add onions and bell pepper stir-fry until crisp-tender. Remove mixture from skillet.
3. Heat 2 tablespoons oil in same skillet. Add chicken stir-fry until no loner pink in center. Stir in pepper mixture. Serve over rice.
