1. Heat water in 10-inch skillet over medium heat. Cook onion and bell pepper in water about 2 minutes, stirring occasionally, until crisp-tender. Stir in turkey. Cook 4 to 5 minutes, stirring occasionally, until no longer pink.
2. Stir in remaining ingredients except rolls reduce heat. Cover and simmer about 20 minutes, stirring occasionally, until hot. Fill rolls with turkey mixture.
