Brown ground beef in a large skillet over medium heat; drain. Stir in onions, celery, soy sauce, soups, water and rice. Transfer to a lightly greased 13"x9" baking pan. Bake, covered, at 350 degrees for 45 minutes. Sprinkle chow mein noodles over top. Return to oven, uncovered, for 15 minutes.
