Brown ground beef in a large skillet over medium heat. Drain; add taco seasoning and water. Prepare cornbread mix using egg and milk. Bake according to package directions. When cool, crumble cornbread and place half in a lightly greased 13"x9" baking pan. Layer half of each, ground beef mixture, cheese and corn over cornbread; repeat with remaining ingredients. Top with reserved cornbread. Bake, uncovered, at 350 degrees for 35 to 45 minutes, or until top is golden.
