Pour sauce into an ungreased 16"x12" baking pan. Arrange 6 tortillas across bottom of pan. Set aside 1-1/2 cups cheese. Spoon equal amounts of remaining cheese in center of each tortilla. Arrange remaining tortillas on top and set aside. In a medium skillet, brown ground beef with chili powder and cumin; drain. Add salsa and chiles to skillet; mix well and cook until heated through. If a thinner sauce is desired, add water and simmer 5 minutes. Spread meat sauce evenly over enchiladas. Top enchiladas with remaining cheese and onion. Bake, uncovered, at 350 degrees for 15 minutes. Allow to stand 5 minutes before serving.
