Peel potatoes; wash and cut into chunks (cut small potatoes in half; cut larger ones into 5–8 pieces). Place in saucepan, and cover with water. Add salt; cook 25–30 minutes. When potatoes are tender, add margarine and pepper. Combine flour and water; blend well, add to potato mixture, stirring well so mixture does not lump.
