Combine green onions and garlic in a small bowl; set aside. Layer one-quarter of the potato slices in a greased slow cooker; sprinkle with half of the salt and pepper. Top with one-third each of cream cheese and green onion mixture. Repeat layers twice, ending with potatoes; sprinkle with remaining salt and pepper. Cover and cook on high setting for 3 hours. Stir to blend melted cheese; cover and cook for an additional hour. Stir well and mash slightly before serving.
