Preheat oven to 350°. Spray a large skillet with nonfat cooking spray and brown beef and lamb. Drain fat. In a large bowl, combine meat, onion, tomato sauce, cabbage, rice, rosemary, salt, and pepper. Pour mixture into a 9x13-inch baking dish; pour broth over mixture and bake, covered, for about 1 hour.
