Place ribs, garlic cloves, and onion slices in large pot and cover with water and red wine. Bring to a boil. Reduce heat and simmer uncovered until meat is cooked through, about 50 minutes. Sprinkle with salt and pepper; set aside.
Tomato Chile Sauce:
Combine all ingredients in a food processor. Blend until chunky. Grill ribs, slathering with about half the Sauce. Serve ribs with remaining Sauce.
