Slice beef very thin and marinate with mixture of paprika, garlic, gingerroot, and 1 tablespoon soy sauce for 1/2 - 1 hour. Brown meat in butter in large skillet. Add broth and simmer for 30 minutes. Lightly stir-fry vegetables in small amount of hot oil and add to beef.
Blend 1/4 cup soy sauce, water, and cornstarch. Add to meat mixture and simmer until thick and clear. Add fresh tomato wedges. Heat through. Serve over rice.
