1. In small bowl, combine flour, salt and pepper mix well. Coat beef with flour mixture, using all of mixture.
2. Heat oil in large skillet over medium-high heat until hot. Add beef cook until browned.
3. Add all remaining ingredients. Bring to a boil. Reduce heat to low cover and simmer 1 1/4 to 1 1/2 hours or until beef is tender. If desired, serve with hot cooked potatoes or noodles.
TIPS: * One 10 3/4-oz. can condensed tomato soup and 1/2 cup water can be substituted for tomatoes and tomato sauce.
Mushrooms, peas or green beans can be added to recipe. Add mushrooms with onion add peas and green beans during last 10 to 15 minutes of cooking.
