In a large mixing bowl, combine oil, eggs, vanilla and milk together. In a medium mixing bowl, blend together sugar, flour, baking powder and salt combine with egg mixture. Pour half of batter into a greased 13" x 9" baking dish. In a medium mixing bowl, prepare streusel by combining brown sugar, cinnamon and walnuts. Sprinkle half of streusel on top of batter. Top with remaining batter sprinkle with remaining streusel. Drizzle with margarine. Bake, uncovered, at 350 degrees for 25 to 30 minutes.
