Preheat oven to 350° F. In a large ovenproof skillet over medium-high heat brown chicken in oil remove chicken and set aside. Drain off fat from skillet.
Add green pepper, onion, almonds, water and garlic to skillet. Over medium heat bring to a boil reduce heat to low, cover and simmer for 5 minutes.
Add chicken, chili, chocolate, cloves and cinnamon. Cover and bake for 50 to 60 minutes or until chicken is tender.
