Preheat oven to 400° F. In a large skillet over medium-high heat fry bacon until golden brown. Drain on paper towels.
Add lamb, green onions and garlic to skillet. Brown meat over medium-high heat for 1 1/2 to 2 minutes on each side. Place each chop in the center of a 12 x 12-inch piece of foil.
Add bacon, parsley, vermouth, lime juice, herbs, salt and pepper to skillet stir to combine. Spoon one-fourth of the sauce over each chop. Bring the four corners of each square up to meet in the center seal edges securely. Place "bundles" on an ungreased baking sheet, seam-side up. Bake for 15 to 20 minutes for medium. Serve in foil.
To make ahead, seal bundles and refrigerate. Add 5 minutes to baking time.
