1. Beat together the oil, brown sugar, molasses and egg white or substitute.
2. Sift the flour, baking powder, baking soda, nutmeg, dry milk, salt, and cinnamon into the oil mixture. Stir to combine.
3. Add the carrots, raisins, and oats and stir to mix well. Drop dough by the rounded teaspoonful about 2 inches apart onto baking sheets coated with nonstick vegetable cooking spray.
4. Bake at 375°F for 10 minutes or until lightly browned around the edges.
