1. Sift the flour, dry milk, baking powder, cinnamon, nutmeg and salt.
2. Add bran, wheat germ, and raisins.
3. In a large mixing bowl, beat margarine and cottage cheese until smooth.
4. Add the sugar and honey and beat until fluffy.
5. Add the egg substitute and vanilla and beat the mixture again.
6. Stir the reserved flour mixture into the cottage cheese mixture until they are just blended.
7. Drop dough by the rounded teaspoonful about 2 inches apart on cookie sheets coated with nonstick vegetable cooking spray.
8. Bake at 350°F for 8-10 minutes or until the edges of the cookies turn golden. Remove the cookies from the pan to a rack to cool.
