Rub meat with flour, salt, pepper, and garlic powder. Pound this into meat then brown slightly on both sides. Place meat in Dutch Oven, put peppers, mushrooms and onions on meat and then cover with tomato sauce.
Amount of each used depends on the amount of meat used. Cook until meat is tender and sauce thickens. (45 minutes to 1 hour)
