Cook pasta according to package directions add carrots in the last 7 minutes of cooking and drain. Stir in peas, rinse with cold water to chill. Drain again and transfer to a large serving bowl. In a medium mixing bowl, stir together the mayonnaise, yogurt, sugar, salt and pepper. Pour dressing over pasta and vegetables toss to coat.
