2 2/3 cups water
2 teaspoons chili powder
1 teaspoon cayenne pepper
garnish: oyster cracker and shredded provolone cheese

In a medium stockpot, combine all ingredients over medium-high heat heat through. Pour into individual serving bowls and garnish with crackers and cheese.
