Sprinkle chicken with salt, pepper, and paprika. Brown rice and onion in butter. Spread rice mixture in a buttered 9x13-inch baking dish. Add broth and celery salt. Place chicken on top of rice-broth mixture. Cover dish tightly with foil. Bake at 350° for 1 hour. Remove cover and bake 15 minutes longer, or until meat is tender.
