Cook and drain broccoli. Place in greased casserole. Top with half of cheese and ham. Spoon on rice and pour sauce over all. Top with pepper and remaining cheese. Bake at 400° for 20–25 minutes.
Sauce:
Melt butter in saucepan. Stir in flour. Add milk gradually, stirring constantly. Cook and stir over heat until thickens and begins to boil. Stir in lemon juice and sour cream (can use low–fat yogurt).
