Cook ground meat, onion, garlic, and bell pepper with seasoning to taste. Drain well and set aside to cool. Cook and drain spinach, cool; add cottage cheese and eggs; mix well. Add to meat mixture. Stuff shells with mixture and place in oiled 9x13-inch pan. Pour spaghetti sauce over manicotti shells. Sprinkle with Parmesan cheese, then the mozzarella cheese. Preheat oven to 350° and bake for 30 minutes.
