Boil eggplants, onion, celery, bell peppers, garlic, salt, and water in Dutch oven until vegetables are tender. Cook rice in separate pot. Place meat in small skillet; brown in its own fat. Drain and add to cooked vegetables. Cook meat and vegetables to a thick consistency. Add rice, salt, black pepper, and red pepper. Place in buttered 2-quart round glass casserole dish. Sprinkle top with bread crumbs. Bake in preheated 350° oven 15 minutes.
Microwave shortcut: After mixture has been placed in 2-quart glass dish, microwave on HIGH (100%) 4 minutes.
