Process oats in a food processor or blender until ground; place in a large bowl. Add milk to oats; let stand for 5 minutes. In a separate bowl, sift together flour, baking powder and salt; set aside. In another small bowl, beat shortening with sugar until light and fluffy. Add egg; stir until smooth. Stir shortening mixture into oat mixture. Add flour mixture and stir just until mixed. Fill greased muffin cups 2/3 full. Bake at 350 degrees for 25 minutes.
