In a large saucepan over medium heat, sauté vegetables in butter, for about 5 minutes. Add broth, water, salt and pepper; bring to a boil. Reduce heat to low; simmer for about 50 minutes. Stir in barley. Cook, stirring occasionally, until barley is tender, about 10 to 12 minutes.
