Brown short ribs in oil (optional). Place in a roaster. Combine 1 teaspoon salt, sugar, turmeric, paprika, celery salt, and 1/8 teaspoon pepper; sprinkle over ribs. Bake, covered, for 1 hour at 350°. Drain off fat.
Meanwhile, combine the remaining ingredients and spoon over the ribs. Reduce heat to 275° and bake 2–3 hours, basting every 30 minutes, until the ribs are done and very tender. Serve with rice pilaf and tossed salad.
