Sauté onion and garlic in hot oil until browned. Add ground beef and cook until brown. Add tomatoes, salt, pepper, and spices; simmer on low heat for 10 minutes. Remove and set aside.
Follow package directions and mix 3 cups cornmeal mush. Line bottom and sides of casserole dish with cornmeal mixture, reserving about 1/3. Pour cooked meat filling into casserole. Spread remainder of cornmeal mixture over top of pie. Preheat oven and bake for 30 minutes at 425°. Sprinkle with shredded cheese and serve hot.
