Make brownie mix as directed on box. Pour batter into Pam-sprayed totally foil-lined 9x13-inch baking pan. Bake at 350° for 24–28 minutes; cool completely. Freeze for 30 minutes. Pull foil from sides of brownies; cut into 24 rectangular bars. Carefully insert wooden craft stick into end of each bar, peeling away foil. Freeze another 30 minutes on baking sheet.
Microwave chips and shortening in 2- or 4-cup glass measure on HIGH 1 1/2 minutes; stir until smooth. Dip top 1/2 of each brownie into chocolate; sprinkle with decorative candies. Lay flat on foil or wax paper to dry.
