Preheat oven to 350°. In medium bowl, combine flour and confectioners’ sugar; cut in butter until crumbly. Press firmly on bottom of 9x13-inch baking pan. Bake 15 minutes or until lightly browned around edges.
In heavy saucepan, combine condensed milk, whipping cream, and vanilla. Over medium-high heat, cook and stir until mixture comes to a boil. Reduce heat to medium; cook and stir until mixture thickens, 8–10 minutes. Stir in nuts, if desired.
Spread over crust. Bake 20 minutes or until golden brown; cool. Drizzle with chocolate. Chill. Cut into triangles.
Editor's Extra: Chocolate spreads easier with 1 teaspoon shortening added when melting chocolate.
Fun Fact: You can chop pecans with a chopper or food processor or just a knife. Or try closing them in a zipper bag and crushing with a rolling pin. No cleanup is always nice.
