Beat egg whites until foamy. Add cream of tartar and continue beating until soft peaks form, about 5 minutes. Gradually add sugar, beating another 5 minutes until stiff peaks form. Beat in extract; fold in grated chocolate.
With a star tip in a pastry or plastic bag filled with meringue, pipe 42 (1-inch) disks on lightly greased baking sheets. Press a Hershey’s Kiss into center of each. Pipe meringue around each Hershey’s Kiss in continuous circles from the base to the top until kiss is completely covered. Dust with cocoa.
Bake at 325° for 20–28 minutes or until edges are lightly browned. Immediately remove to wire racks to cool.
