Bring the water to a boil in a large skillet, add the salt and simmer the flounder in the water for 10 minutes until the fish flakes.
Melt 1 tablespoon of margarine in a baking dish, place a layer of spinach in the bottom and place the fish on top of the spinach. Melt the remaining margarine in a small sauce pan, stir in the flour and cook over medium heat until it becomes a paste. Add the milk gradually and continue stirring until the mixture thickens. Pour the sauce over the spinach, sprinkle with the cheese and broil until lightly browned.
