Bring 1 quart of water to a boil in a large pot. Add the macaroni and cook stirring occasionally until al dente, about 8 minutes. Drain and rinse.
Combine the oil, vinegar, water, salt, basil, oregano, garlic powder and mustard in a skillet and heat until steaming. Add the tuna, celery, diced tomatoes and red pepper, toss and chill. Stir in the mayonnaise and serve on soft-leaf lettuce.
