Heat a heavy skillet over medium high heat. Coat the tuna with oil, salt and pepper and sear for 4 minutes per side. Increase heat to high and sear each side for 3-4 minutes more until a crust forms.
Mix the horseradish, margarine, salt, pepper and sugar into a paste and then mix in the vinegar. Spread the sauce over the tuna just before serving.
