Cut cabbage into small wedges and cook until tender; drain and place in a 9x13-inch casserole. Melt butter in saucepan; blend in flour, salt, and pepper. Cook over low heat, stirring, until smooth and bubbly. Stir in milk and continue cooking, stirring constantly, until mixture comes to a boil. Continue cooking one additional minute. Spread sauce over cabbage. bake at 375°for 20 minutes.
Topping:
Mix green bell pepper, onion, cheese, mayonnaise, and chili sauce. Spread over top of casserole and bake at 400° an additional 20 minutes.
