In a small bowl, toss together 1 cup Swiss cheese and onions; set aside. In quart saucepan, melt 2 tablespoons butter; stir in flour, salt, and pepper. Gradually stir in milk. Cook over medium heat, stirring constantly, until thickened. Remove from heat; stir in sour cream.
In a shallow, buttered baking dish, layer 1/3 of potatoes, 1/2 Swiss cheese mixture, and 1/2 of sour cream mixture. Repeat, making the top layer with last 1/3 of potatoes.
Combine remaining 1/2 cup Swiss cheese with bread crumbs and melted butter. Sprinkle over top of casserole. Bake at 350° for 30–35 minutes.
