Preheat oven to 425°. Lightly grease or spray cookie sheet. In a large mixing bowl, blend dry ingredients. Cut in butter until mixture resembles coarse meal. Add sour cream and stir until barely mixed. Add milk, and mix or knead until a rich elastic dough forms. Set aside.
In a heavy skillet over medium heat, melt butter and sauté chopped onions with spices until soft and transparent. Cool slightly. Roll out dough in a large rectangle, approximately 1/4 inch thick. Spread onion mixture over dough, and roll into a tight log. Cut into 1-inch slices and place approximately 1/2 inch apart on cookie sheet. Bake for 15 minutes.
