Mix biscuit mix, 1/2 cup sugar, and 3 tablespoons cocoa in 8x8-inch glass baking dish. Stir in milk (you can use skim milk if you think it will help) and vanilla until blended. Sprinkle with remaining 1/3 cup cocoa and 1/2 cup sugar. (Do not stir.) Pour water over top and DO NOT STIR! Bake at 350° for 40 minutes. Top will look and taste like a brownie. Underneath is this heavenly chocolate syrup. Spoon in dessert dishes and top with whipped cream. This recipe should be outlawed! It is just not right to be this easy and taste so GOOD!
