Combine sugar and cornstarch. Stir sugar mixture into boiling water and cook, stirring constantly, until clear. Pour slowly into well-beaten egg whites beaten with 3 tablespoons sugar. Add vanilla. Fold in 2 tablespoons strawberries; pour mixture into baked tart shells or meringue shells. Cool. Serve with whipped cream and remaining strawberries. If fresh strawberries are in season, garnish each serving with one or two.
