Preheat oven to 350° F. In a 1 1/2 -cup heatproof bowl, mix beans, 2 tablespoons green chilies and chili powder. Place bowl in the middle of an ungreased 10-inch pie plate.
Place one-half to two-thirds of the chips in the pie plate around beans. Sprinkle chips with remaining chilies and cheese. Bake for 10 to 15 minutes or until cheese is melted and beans are heated through. Garnish beans with tomato. Serve remaining chips separately.
