Use a sharp heavy knife to cut ribs into 1-rib portions (or ask your butcher to cut them for you). Place ribs in a deep 4-quart kettle and cover with cold water. Over high heat, bring to a boil reduce heat to low, cover and simmer for 1 hour or until tender. Drain cover and chill until about 1 hour before serving.
Preheat oven to 350° F. In a small saucepan, stir together tomato juice, brown sugar, chili sauce, vinegar, onion, Worcestershire sauce, chili powder, mustard, salt and pepper. Over high heat, bring to a boil reduce heat to low and simmer, covered, for 5 minutes.
Place ribs in a 13 x 9 x 2-inch baking dish and spoon hot sauce over top. Bake for 30 minutes, turning and brushing several times to coat ribs.
To serve, place ribs and sauce in a chafing dish. Provide plenty of napkins.
