Line the bottom of an 8 x 1 1/2 -inch round cake pan with waxed paper. In a small mixer bowl at high speed, beat cream cheese until smooth. Add Muenster, sour cream, Worcestershire sauce, onion and garlic powders and pepper. Beat about 5 minutes or until fluffy. (Some small chunks of Muenster will remain.) Spread cheese mixture into pan. Cover and chill at least 2 hours.
Unmold cheese mixture onto a chilled serving plate. Carefully peel off waxed paper. Smooth surface with a spatula. Place egg or caviar in center. Surround with a ring of olive slices. Drain shrimp well and cut in half, if large. Place a ring of shrimp around the outer edge. Stand cucumbers around sides of cheese round. Lay a row of cucumbers on the plate to form a scalloped edge. Serve with crackers.
